I have that too. You just have to make your accounts through Sonys site from now on and click SIgn Up with an Existing User then enter the login info. Second option is Factory Resetting your PS3 which is obviously the worst choice.

Here:

Limit is 64 accounts, and you have to call Sony, tell them you got your console used, give them your console S/N and ask to deactivate all accounts associated with it.

Just make a new account off of the PSN website, which other NGUsers have provided for you above ^

As the others have said, there is a limit as to how many accounts you can make on one console. You will need to use your computer for future account registrations.
