I've resigned hundreds of saves before with no trouble at all, so I'm wondering if this game needs an extra step or something? Anyone have an idea?

Probably because the download is always version 1.08. First time I see a PSN game that doesn't need to be patched after downloading.

So if anyone has a save that works with 1.08, that would be great

cant u just delete the update then use save offline without update pop trophies sign in sync

Nope, the download version automatically contains the 1.08 update. You can't get a lower version.
