Ill take you through the steps i did...
-Ran Patch Blocker
-Delete 1.12 Patch
-Used Proxy Server (Typed in everything right)
-Didnt Test Connection

So what did i do wrong? Or did i miss a step?

To the original question, make sure your IP's aren't being filtered or it won't work.

Make sure the port is 8080 and all ather #s are correct. It dose take a few times to work. Make sure your firewall is turned off or allows PB to access ps3.
