It means that you need to delete some stuff to create more room for the game to work. Try deleting stuff in the Game Data Utility folder to games that you no longer play.

I have deleted the game data and transferred the save data along with some games to my external but it still says the same thing.

how much room u have on your hd left? r u using a xternal or internal
