In step 5 it says something bout plugging in a downgrade dog, what is this downgrade dog they are talking about?

(5: Plug the downgrade dog into the USB port nearest to the CD-ROM drive. Enter the factory mode following the standard downgrade procedure (quickly press the eject button after pressing power button). PS3 will automatically switch off after a while.)

yea the only thing that tells me is that they want you to buy their e3 card reader too, But i hope thats not the case
