My 40GB PS3 Phat model is constantly running hot at 70 - 90 degrees Celsius fan on fast. is this normal? how can I cool it down with spending a bit of the old dosh??

Yes definitely! Make sure to clean that off with rubbing alcohol then apply some new thermal paste, I would recommend arctic silver.

if you are on dex then remember that it makes your ps3 run harder.
