I've just googled "PS3 downgrade service in South Florida" and I found a few sites that offer the service . It costs about $50 but it saves loads instead of buying an E3 Flasher, trust me! These guys also know what they're doing, since there is a high chance you'll brick your console without the correct knowledge.

Is it possible to get DEX from OFW or do I need CFW?

DEX needs to be installed from a CEX console, so yes you need to of been on 3.55. 3.55 is needed to install any variant firmware, like 4.21 etc.
