just install official 3.55 firmware that should do the trick.

Have you Qa flag your ps3?
Have you verified that QA flag is enabled by going to network settings and pressing the same time:L1 + L2 + L3 (press left stick) + R1 + R2 + dpad_down??
Be sure to enable in Debug settings>System Update Debug> switch to on.
Afterwards, turn off ps3 get into safe/recovery mode install Rogero 3.55 CFW v3.7

It says no application data was found data version 9.99 or later and press start and select with that file my USB is on right port too

Maybe try and install the 3.55 OFW via the Recovery Menu?

Is your folder structure: PS3\UPDATE\PS3UPDAT.PUP

You have to install ROGERO 3.55 CFW in order to update to any CFW after Rogero 3.55 downgrade.
You can try 3.55 OFW, but I highly doubt that will work bud.
