Has the ps3 ever had YLOD & been re flowed? As this drys the thermal glue/paste out under the RSX chip witch makes it run hot.
Also re flowing can damage the temp sensor so the ps3 thinks its hotter than it actually is.
One way that might fix it, take the heat spreader off the rsx and replace the clue with some thermal paste on the four corners of the chip
