first of all, update your firmware.
secondly when you have updated your firmware check the temps.
if you chose the correct firmware, it will have a built in system temp and fan adjust monitoring, if you chose the wrong firmware you will have to install this manually like you already have done.
thirdly it doesnt matter what thermal paste you use, in testing it made no difference.
86 is quite hot for a ps3's chips, but 70 is quite normal for a cfw.
when you set the temp control software set it to auto @ 60 deg, should find a nice balance between noise and cooling.
depending on your model of ps3 try turning on fan maintenance mode, could be a lot of dust buildup in the heatsink fins.
and if all this fails, then and only then think about taking it apart to re-paste the chips. especially if you are a novice. and if you are going to the trouble of taking it apart, bake it to save you having to do it all again.
He clearly needs to apply new paste.... And firmware will make a difference yes as cobra based firmware can be quite stressful but on all 4 of my ps3 i can proove that after doing a reball and applying artic silver 5 my temps stay at 46-53 on both with fan utility...
