Is Rebug 4.70.1 the best version, or is like 4.6.** a better version?

Please let me know. If the 4.6.** is a better version how do I downgrade from 4.70.1 to 4.6, and if not how do I convert from CEX to DEX.

Currently I am running CEX 4.70.1 and want it to go to DEX.

You can run PSNinja & PSN patch if you want to delete history & stuff.

Im on Rebug 4,70.1 & use webman to delete cfw syscalls & PSNinja to delete web history.
