That Means, Your Not On "Rebug" Firmware... You Can Still Use Rebug Toolbox For Like FTP And Stuff But You Won't Be Able To Use Some Functions Since Your Not On Rebug Firmware

As I see, you are on an ITA firmware (you said so in your other thread). Then the answer to your question should be pretty self-explatanory: You are not on a Rebug configuration(/firmware), but on a PS3ITA config. You can't use some of the Rebug-only features unless you install a Rebug firmware on your system.
