Account has been banned or temporarily suspended = account banned
System has been banned or temporarily suspended = Console ID banned
Create a new account and see if you are able to get online, if not then you have to buy/get a new Console ID.
Just remember Console ID's are not allowed on NGU.

Oh, it must have said system because the same account works on my other PS3.

Yes, I am on custom firmware. Do you have any solutions other than a new CID? I cba changing my CID every time I go online..
