Yes you can use an external PSU (Power Supply Unit) giving the E3 Flasher exactly 3.3V

Yes you can get a dump... However, you make take the chip of the MB (Mother Board) since the Nor needs 3.3V and the MB will be sharing that around. If you need further help ask...

get a 5v usb cable, and put the red wire on the first link on the bottem, and the black one on the 3rd one down, then it powers! iv'e done dumps like that many times!
