"if the system cant be restarted, you must install the system software. connect storage media that contains 4.75 or later, and press start and select buttons at same time. Not sure if this is what you are asking but here is what you need to do.
1. Download a custom firmware(or downgrader)
2. Rename the .PUP file to "PS3UPDAT.PUP" (no quotes)
3. On the root of a fat32 formatted usb flash drive, create a folder named "PS3"
4. Inside the "PS3" folder, create a folder name "UPDATE"
5. Inside the "UPDATE" folder, place the PS3UPDAT.PUP file
structure should be:
fat32formattedflashdriveroot/PS3/UPDATE/PS3UPDAT.PUP
6. Put the flash drive into the right most port of your ps3
Either reboot into recovery mode or (maybe you can't) just follow the prompt on the screen
If in recovery mode, select option "update system" and follow prompt
