the game im wishing to mod is black ops 2. i'm just looking for a basic menu nothing fancy, mainly want UAV always on, and things like unlimited bullets. i just downloaded an application called BO2 Eboot Self builder, so is it possible to just save it to a USB and install package file?

No you don't but again it would depend on the mods that you're using. Why? Some mods require a connection via PC to PS3. Such as RTM/RPC tools. However, SPRX don't. Once you place them on your console you should be fine. What mods are you intending on using, for what game as well?
