This is my opinion, but personally I would not seek to use softwares to accomplish cooling. Not only does it wear your fan and the motor out, it sucks and clogs dust into the wrong places. It is much more effective to create an intake for the ps3 because they do not naturally have (a very effective) one on the console. The small slit holes here and there are not enough. More airflow from one bigger intake (rather than forced airflow through small intakes) = better cooling.

but, as far as fan speeds, maybe this helps:
100% = full blast 12v

50% = half

25-35% = idle (startup)

Really you should just find the speed it sits at normally without webman, then adjust it in webman accordingly. for example bumping it up just a few percentages or so..

Turn dynamic fan control off and let the default settings take effect.

You can also replace the thermal compound to assist with your console's temperature.

I replaced my thermal compound with Arctic Silver and my fan speed never gets fast or loud at all. Always cool to the touch.

ive tested on multiple consoles an hours of playing gta v i leave mine on manual an 30-35% an they never reach over 55 which is well below average
