Are you even jailbroken yet? You need to flash your console with a hardware flasher to be able to downgrade and install 3.55 ofw or any cfw..

I did flash. I am on 3.55 OFW NOT CFW. No CFW has been applied. Put in a new HDD now it won't let me do anything except for safe mode and if I just regularly turn it on it asks for update. Then says no applicable update found

That just means you downgraded your PS3 to go back to 3.55 OFW to jailbreak.

I wasn't the one that flashed it so I don't know exactly how it works. But I didn't toggle QA before changing the HDD so now am I bricked?

If it was toggled before it'll be fine it not then yes that's a possibility.

How do I QA flag? I can't start the ps3 in normal mode ( like I can't get to the XMB). And I believe he QA flagged it when flashing it or after flashing it but I never did.
