If you are on 3.55, any cfw you install would have bypasses and is not patched. If you install ofw, it is written to the NOR as well and any ofw higher than 3.55 has been patched. So no, if I'm understanding what he is saying, writing to the NOR is not a 1 time thing unless you stay on cfw. Once you install ofw, it is no longer in your control.
