So I had to buy a new computer and I did everything you said to do and its telling me.. no applicable update data was found

You can try to install a downgrader firmware first

use the rightmost usb port of the ps3

Verify your folder structure
Fat32formattedusbflashdriveroot/PS3/UPDATE/PS3UPDAT.PUP

Once on the downgrader, download and install this pkg You must login or register to view this content.

On the XMB, the bottom of the second column from the left, under network settings, debug settings should pop up after pressing (L1,L2,L3,R1,R2,DPADdown altogether).

Then you will be good to continue to installing a cfw.

Idk if this helps firware 4.78 DEX cobra 7.3 and still won't come up with anything after I put it on my drive fat32 with the files then system update then click on the update via storage media.. still says nothing found idk what I'm doing wrong

you should be fine then if your on 4.78 dex. your ps3 wont take the update cause your trying to install 4.70 cex and your on dex (developer firmware). now lets see if i can help..

go to settings, at the very bottom you should see

*Debug settings

select that then the second option that says

NP ENVIRONMENT- sp-np

if your np environment says sp-np then thats your problem. select the np environment and put "np" doing this will allow you to sign into psn network.

next make sure your disabling cfw with either webman or psn patch. if your on rebug firmware. (when your ps3 turns on whatever the logo says is the cfw your on. ex rodgerio, ITA Rebug etc)
just go into rebug toolbox then under the second tab look for "Cobra mode" and turn it on then at the bottom "enable webman" and turn that on as well. restart your ps3 and you will see "webman games" under games tab on xmb.

now just press x on webman games and you'll see

Webman setup"

ps3 games
ps2 games
ps1 games.
dvd movies

while your in their press "L2+ Triangle" your system should beep and you should see in the top right "disabling cfw syscalls and deleting history"
after this is done and you have a game loaded you can go online.
