i ASSURE you he can install 4.80+ cfw of his choice on his ps3. and rebuild database is not needed
i have downgraded 100's & 100's of ps3 (i have offered jb seervice to my local community for many years)

i have done over 400 ps3,was have 2,5 years service on ebay and 2 years service here(downgrade,remarry and brick service)
since 4 years now

he can go straight to 4.80+ cfw or if he wants a cfw lower than 4.80 he can run 999,toggle qa,3.55v3.7 then any cfw of his choice, and if you say he cant do either, you have lots to learn bud
THATS 2 options/routes, guess what............... there is other methods/routes he can take also

than u must know:he dont have rebuild ps3 so it still will say search search search he only can install 3.55 downgrader or nobd cfw if he dont build ps3 back

haha if thats what you think &/or works for you. good shit,
what i suggested i have done countless times & have never had a issue or had to rebuild, just speaking from experience, if it wasnt the facts i wouldnt of posted a comment in the first place.

i bet you rebuild database of every ps3 u touch cause you read it on a thread online that your suppose to rebuild database. so typical
i also bet you think you cant install. lets say 4.70cfw over 4.80cfw, .........................YOU would believe/think you must downgrade to 3.55 first, am i correct

Verify you actually used a 4.80 patcher to patch your backup if you were on 4.80 official firmware..
If it was done correctly you will be greeted again with the "install a 4.80 firmware or higher". Your next steps are to install a downgrader 3.55, toggle qa, and install a (CEX) cfw of your choice.
verify your usb flash drive is formatted to fat32 and use the rightmost usb port of the ps3
