CCAPI has been updated to support 4.81 now - I'd recommend using 2.70 on your PS3, but use 2.60 on your PC

The update.rpf for GTA can be found here: You must login or register to view this content. - You'll have to put that in /dev_hdd0/game/BLES01807/USRDIR
For the EBOOT.BIN you can use one from any 1.27 menu you decide to use - There's plenty in the GTA section (you'll have to re-replace this after the update).

I'd recommend 2.70 for PS3 - 2.60 for PC (as most tools require 2.60). Just install this from the .PKG file and run the CCAPI installer.
