    cl_allowdownload
and
    cl_allowupload


What this does is it makes the game allow downloads and uploads of files. As TheUnknown said

But if you can get it to download a certain file from a fake host it will change it. Think about it. I sends files from the host to you. Which means that the host has to have certain information like the jump height of the game and everything else.

Yeh, which is why COD4 gpado edits used to work before the patch, the host just said, look were jumping 5000ft , send that to everyone else.

Is the download option kind of like how for COD4 on PC if you joined a game with custom maps, the game would download it for you as soon as you tried to join if you don't have it?

yes sounds good,
i have a theory that has been building up for a couple months
1.) Decrypt the PS3 HDD
2.) Open the patch
3.) Copy all the coding to ur computer HDD
4.) then delete it of ur ps3 HDD
5.) then open the patch and edit it and save it onto ur ps3 HDD
6.) Make sure its the same size and checksums are the same
7.)Put that on the HDD
8.) It should then download and thats it

Again i know its much harder but i just made it simpler
