Then we download the data and put it onto our Memory Stick that is formatted into FAT32 and then put it onto our PS3s. We will be able to host our own challenge lobbies.

You can't put it on a ps3 from the usb it's on, it doesn't recognise it because you can't copy game data, they made sure of this so they let whatever game data's on your ps3 be on every ps3 user so you wouldn't need to copy game data for legitimate use.

Somewhat off-topic, I read your downgrade theory, It makes good sense, and it's somewhat similar to the Debug install on a retail console, except your idea is more complex, If you don't know what I'm talking about it may help a good amount to read into it.
