ok, this is really hard to understand, but i will try to respons to ur question.

so you ask, if you send me for example the serial number of ur Ps3, and if i can downgrade ur ps3 with the serial code than with PS Downgrade (i've never heard the word PS PRoxy).

NO This does not work, u have to downgrade ur ps3 ur own, i mean, u have to downgrade the ps3 not the serial number...
