Nope. Plain and simple.
That file is saved within the backup manager folders. (Laun12345) so when its updated it will be there, you just won't see it or be able to access it. Just a waste of space on your HDD. That's why the backup manager won't work on the new firmware, because it's not signed by Sony. So the PS3 can't execute the eboot.bin of backup manager.
