My internet is MAC address filter thing and my jailbroken ps3 isnt connected to my internet. (my parents dont know I have a 2nd ps3)
My question is does it have to be properly connected to the internet for filezilla to find the FTP on the ps3?

Yes, it will say that it's a ps3 connected. On the ps3, go to "Settings". Then scroll down to "System Settings" and click on it. Go to "System Name" and change that to something other than something to do with ps3 in the name. The internet will recognize the ps3 as whatever is put as the System Name.
