It has no way to know it unless:
-It connects on the internet to check ( which is not happening)
-It has previously saved on another physical chip ( that is not the HDD) inside the ps3 that 3.56 is the most up-to-date firmware
If the scenario number 2 is true, then it should be do-able to make a ''hack'' in order to erase/change information into that chip ( prob. flash memory) to make it believe that firmware X is the most up-to-date one.
Did not try yet because i have no 2.5'' HDD enclosure yet( cost around 5-15 bucks on ebay)
If downgrading was as easy as swapping the drive, don't you think more people would have downgraded? Swapping the drive WILL NOT work. the actual firmware version is coded in the ROM, and cannot be modified.
