No. A TIFF is an image file. It exploits the system in some ways such as XMB crashes, system freezes, etc. There was a TIFF exploit where when you viewed the image from a memory card, then you would got to play a game and it would freeze, and from there you could eject your PS game and insert a backup, remove the memory card and the backup would play.
It sounds confusing, but would help if you wanted to brick your PS3 so you could go into Recovery Mode.
