oh dear, attack of teh noobs again.... you do know that the hosts has absolutely nothing to do with the network? all that will do is redirect you to sony when trying to access your ps3 from the pc. it completely disables ftp access LOL!

they CANNOT silently update your ps3. yes its in the features. it always has been for ps plus users. when you turn on that feature you agree to accept to any new TOS. since that feature isnt on. sony updating your ps3 would mean you would not accept the terms of service, which would be illegal on their part
