Basically if your PS3 is on Rogero's downgrader firmware. Then the PS3's syscon is set to 9.99.
You after have to dehash with rebug's toggle_QA pkg & after need to install a Rogero CEX-3.55 CFW V3.7 or better 3.55 OFW pup from via recovery menu.
