LADIES AND GENTS HERE IS THE GLOBAL SETTING FILE i EXTRACTED FROM MAX PAYNE 3
This setting file can be viewed with any note editor in my case I used NOTEPAD ++ and the good news is that it is changable
look at the main settings before we go to the sub category settings ..this is insane and I with help from you guys can alter some settings to make if possible a godmod setting injected inside the game files ....

look at the sub category for this setting lot of things here to take care about but first as I have some expert in modding values
in this picture any individual setting that contain the value of ( 0.000000 ) is either non-standard value (no use of changing it)
or should be less valuable to use but can be suefull in parts of the game for example reloading time in our case if its 0.000000
in Max payne then we do not need to change it as we are looking for more intresting value other than this if I would like to mod NYM HARDCORE then the last thing should I concern about is reloading time ... you got the idea

you can see some highlighted settings here that I think is more important to us to help us modding the whole game or part of it
these highlighted settings are the ones we should concern about see if you can think of some altred values in here
NOTE :
0.000000 the first 0 from the left is the timer as in seconds unit, then the .000000 is part of second so to increase the value of a setting say like boosting setting AKA (speed walk,run etc..) change the first number {0}.000000
the higher this it goes the better it gives pay attention in max payne maximum value is 9 lower value is 1

in this setting I found 3 important sub-category which even the noob can figure it out
1- <InitialPills>0</InitialPills> this setting deals with how much pills max will start with the default is 0 means max will start any level with NO painkillers which is hard in NYM H.c so I think 9 pills will do the jop
2- <MaximumPills>9</MaximumPills> as I said max value in this game is 9 so leave it default I may be wrong about the max value because most of game settings in campaign reached 9
3- MPHealthBoost>150.000000</MPHealthBoost> now this is what I'm waiting for the healt boost for max payne default value is 150.000000

1- <LastManStandingTimer>10000</LastManStandingTimer> this setting determine specific timer for max payne last stand I think because next there is another last man standing
2- <MPLastManStandingTimer>0000</MPLastManStandingTimer> as told before one of these two settings i DONT GOT IT clear
3- ReactivationTimer>0</ReactivationTimer> this have to do with reactivating timer after cut scenes, pausing game value is 0 which should be left as default
4- MPForcedAimTimer>0</MPForcedAimTimer a setting have to do with aiming time
5- <MPInvincibleTime>500</MPInvincibleTime> what is this invincible time ? is this what I think is ... an infinite timer
6- <RecoveredHealth>50.000000</RecoveredHealth> ah a noob can understand this recovering after bieng wounded
7- MPRecoveredHealth>20.000000</MPRecoveredHealth> again max payne recovering with the one above found it hard to see through
other settings are going the same way here its like a main setting then followe by MP (max payne) settings
