In this post I Will be modding saves with my Game Genie, and I will also be assisting you however else I can (save resigning, hex editing, region changing, and redirecting to other posts that may help more than I can). How it works:
To contact me simply quote my post or message me with a link to your save and tell me what you want done. For additional assistance cases such as hex-editing I will keep a back up of the save for you so that I can fix any mistakes that could be made.

Additional notes:
If you have me mod a save for you that isn't in BigTrain's master index post (You must login or register to view this content.) I will post a thread with the save and let him know so he can add it (with your permission). In this case I will clear the param.sfo for you so that people can't get your profile info.

Can you mod the 15user.dat file of a Dark Souls II save so that it has infinite hp and stamina? I heard that its possible as long as you stay offline.

Unfortunately, whoever told you this lied... as much as I wish this were really possible. If you create a new save from a completely un-updated version of the game then it may be possible. I would recommend hex-editing this "15user" file via Bruteforce patch creator or another hex editor. I would be willing to do it for you if you can provide the exact amount of your HP (max) and possible the rest of your stats. NOTE: this will need a V 1.00 save and will overwrite your current save.

Okay that's good to know. I guess I shouldn't play on an un-updated version of the game but if you would be willing to try could you use a save that's posted here: You must login or register to view this content. The save that says x10 All Spells saves.
Oh and I almost forgot, the max hp and stamina is 99999 and all stats can be at 99.
It's weird that it seems to work so well in Demon's Souls and Dark Souls but not in Dark Souls II.

No, I can't... These saves have enough souls to max your stats, that is the only way to increase your hp/stamina. (like I said before) you can hex edit health all you wish but with the 1.10 update it will not take effect. Im sorry but I cant help you any more than the poster of that thread.
