A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

All Achievements Unlocked: FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

notice that prestige challenges DO NOT reset so he can get the 2500 and complete the Veteran challenge at ANY prestige.
he is showing people that its not obtainable when completing all non-prestige challenges too when u are at 10th prestige, not just every prestige challenges; including weapons.

ah ok no prob. so every time u prestige, the veteran and master kills stay the same. so does most of the challenges in the prestige section. if u had ps3, i would get u certain challenges.

trust me, no one out of all these players will ever get 1000 of the warming up, near sighted and a few other accolades. doubt it would be a combination of completing two seperate things. like 1000 nukes and 1000 emp.
it might be something like the hidden challenge sidekick (get three kills in a life with a secondary weapon) and also 6fears7. so maybe think along the lines of the ak 47 and what can be done, possibly relating to '4'. right now im leaning towards it not able to be unlocked at all and some sort of hidden challenge.

I have just found out that the 10 killstreak with no rewards equipped was a hidden challenge, I didn't know that was a hidden one (I found it on the COD wikia and did the challenge cause I liked the emblem, thought it was a regular challenge). But if they have one hidden challenge having to do with no killstreak rewards equipped I'm actually starting to think my theory could be right. Could be 1000 kills with no killstreak rewards equipped or a certain streak without rewards equipped. Or possibly 1000 killstreaks (2+) with no killstreak rewards equipped.
And as far as I know the ak47 thing was found in the scrapped files. Along with global thermonuclear war. The ak47 thing just stood out. And the 4th prestige thing can't be right because that'd be completely unfair.

because u can get any kills by useing emp, how bout a killing 1000 ppl in total when emp is in effect,
or

I have like 10,000 kills with no kill streak rewards. When i do my headshots in Cagematch.
