A lot of people are posting the same theories and mixing up the emblem with the COD4 one. The COD4 one, which is shown below is obtained through the Spectre IV challenge completion:

THIS IS NOT THE EMBLEM IN QUESTION. The emblem we're trying to unlock is this one:

According to 402, this emblem is obtainable in the game without hacking or modding. Proof of him saying this is shown on his Twitter account as well as the pictures below:

So now that you all know what emblem we're looking for, here are some of the THEORIES that people have thought of and proven to be wrong. Also, no one has obtained this emblem without hacking the game.
THEORIES IN THE TRASH:

The game doesn't know the difference between hack and legit.
All Achievements Unlocked: FALSE.
100% Completion on Campaign, Spec Ops , Multiplayer (1100%): FALSE.

This would take approximately 112 nukes but if you want to be realistic and say 6 kills per game, you would call in about 167 nukes)

Complete all HIDDEN Challenges: Hackers have pretty much found all of the hidden challenges in the game and completed them. The game doesn't consist of many hidden challenges and even if it was a hidden challenge, then modded game lobbies would unlock every challenge despite it being hidden.
So there's the few theories many of us have gone through in order to get this emblem, and thus far, we're pretty much out of luck and ideas. Hackers have looked into the .csv (game codes) to find something that may stand out, and so far the only thing they found is the following:
"level 70 and pr_marksman_ak47_4"
You have to be level 70 to unlock the AK47, unfortunately the Marksmen challenge only goes upto 3 (III), which doesn't help us at all.
It also doesn't have anything to do with any of the DLC content as 402 said that the emblem was obtainable on the PS3 way before the first DLC came out.
Post any new theories you guys have. We're going to find out how to get this emblem!
Also, please refrain from posting theories that have already been proven wrong. We need NEW ones.

I've been trying to find the teddys in each stage by spectating and I've been also trying to do things with the teddys in each level and still haven't uncovered anything....but don't worry darkrider17's on the case and i won't let it get cold.

Its dlc for sure no one on ps3 has it only people on xbox and on xbox the mappack has already come out but not on ps3!!!!

that's why you guys should make a twitter and continuously ask fourzerotwo if the skull is unlockable on ps3 like i do every day i get on twitter. i would never have a twitter unless fourzerotwo got on his everyday to check it. so make one and mention fourzerotwo and ask if the skull is unlockable on ps3 yet. the majority of the people that are on his twitter are xbox360. i don't have anything against xbox, but i'm sure he'd be surprised to see ps3 people and be even more surprised that we won't leave him alone about the spinning skull.
and if it weren't available to ppl that have hacked then it would be permanently removed for xbox ppl in general most likely. just one of my thoughts.
so make a twitter and search fourzerotwo, follow him and ask about the spinning skull for ps3. don't ask how to unlock it just ask if it's available to us and ask for a hint or if it's a hidden challenge.

is there somehow you can prove this? pm me his PSN and i'll add him to see it. and yea you can't jtag a ps3 lol. so send it to me if you're telling the truth. i've never seen anyone with it on here so that's why. and by on here i mean PSN. hidden challenges sound legit as fourzerotwo keeps saying it's a "secret." and hidden challenges are obviously a secret. i think i've completed all hidden challenges thoguh, but then again they're hidden so who the FU*K knows.

sounds good man. add Jermz- or itzbigant cos we are on it too. i've completed all the challenges under prestige section so i know it's not that. and i think "itzbigant" may have some more stuff to his name. anyways PM him and ask cos we could all get in a party, mess around, or something.

i was just reading and found something i've never seen. one called "bigger bang" i don't know if it's confirmed, but it's to take revenge on someone after they have killed you by blowing up their own claymore. and i was thinking about the hijacker. maybe it doesn't stop at hijacker III. just cos we get the emblem doesn't mean it's over. but it could mean that you no longer have to jack crates. i dunno. but lets see if we can confirm "bigger bang" as i can't do this now.

yea i dunno man, that's why i was wearing my prestige ten title and 10th prestige emblem the other day. i dunno. i do think it's a secret challenge though. and do you have to prestige to unlock the hidden challenges? or no. but for sure make a twitter dude. cos he would have to respond to at least one of our posts about the emblem.

i can probably tell you that 100% of them are hacked as we still haven't found how to legitly unlock the emblem. if someone has unlcoked it legit it would probably be posted on what they did or at least that they have it legit. the only thing keeping me from thinking it's a hidden challenge is that even people without tenth prestige could get it. i dunno man. maybe finish ak47 marksman at tenth prestige. or 2500 headshots instead of just 1000 with the ak47.
