I'm having the same problem buddy. I moved from a Netgear (with PS3 in DMZ) to Zycel (No DMZ Option) and now I'm stuck at moderate, even with forwarded ports and stuff. I think the best option is to go out and buy a new router, and make sure it has DMZ. My PS3 connection never suffers or anything though, so it doesn't bother me.

I have a way. But it does not stay open forever.
Go on mw2, sit in party. then go back on black ops. It should be open. if this does not work, reset ur router, go on b.o > then if strict > back on mw2 > and ur done!

If im not mistaken, i have already tried. I have Moderate on Mw2 aswell :/ But no connection problems there tho..
