Sony themselves aren't worried about pre-owned games. It's only a few companies (EA) that are upset at the amount of people buying pre-owned games, because they don't make any profit from these sales. That's why EA started doing this online access bullshit with games, so people are now being limited to a few days online if they don't buy the game new and need to buy the online pass, people buy the game new, get the online pass for free.
When you trade in a game, should that game be resold, all the profits go to the store. Stores will of course give you less than the game is worth, sell it a higher price for profit and at the same time, sell it for less than an original. So if people start buying pre-owned games, developers/publishers are losing out on a brand new game being sold.
However it isn't piracy. Imagine buying a used car and being told you're a car thief. It is the exact same concept. You buy a used car, the profits go to the original owner or the car dealership you bought it from. It doesn't go back to Ford, or whatever company produced the car. Just like when you buy a used game, it goes to the seller of the game, not the developer.
yea what im trying to say is that sony bang on about piracy being the main reason of these jailbreaks
but infact ever since preowned games have been sold sony loses money
because people would rather buy a used copy of a game than pay full price
i will also say that £50-£60 a game is outragous and they only have themselves to blame
