Personally I would go find another. If it won't turn on than that has too lead to other problems, and if it leads to the Motherboard ( Which it most likely will ) than that can cost you alot more than you think.

Just go and buy a new one as it would be better and work perfectly. Don't risk that.

It won't turn on? Are they even allowed to sell things in that condition?
I mean, if it didn't turn on because there wasn't a power cable, that's a whole different story.
But, if it won't turn on, I don't think they can sell that.

If it doesn't turn on, then, isn't it broken? What's actually wrong with it? If it's like a YLOD, you can buy it and sell it on eBay. But they only go around $80 max, so you'd most likely be losing money. If you aren't in it for modding and such, you should get a new one.
