This has nothing to do with who you connect with, your Ps3's IP is what counts (and I don't even think that even matters), what really matters is the location of you and the game's servers. Take Call of Duty for example; if your from Fr. and you have an American account, you'll connect with more Europeans than Americans due to your ISP is in Fr., and your PS3's location is in Fr., so depending on the game is what defines wether or not you connect to more Americans.
