RAM it takes to do voice coms very little
You can do it on PC using very little hardware so i don't see why consoles would be any different

Reason we are not getting it simple
Sony is from asia they don't have a massive online following like we have in the west. It quite telling that PSN was released with very little gaming features sony never planned for PSN to be gaming service like xbox. Just content.
For this reason alot of things was not forced on devs like a standard bitrate for voice coms. It depends on the dev. Along with them being forced to use the PSN store to push updates.
EA games use there own servers for updates unlike COD which is direct from sony own update servers.
Along with the fact who pays due to PSN structure the devs do but which dev going to take on the cost of cross game chat ?
Devs unlikely to pay and with PSN being free i doubt people would pay for cross game chat.
PSN a good example of a company planning a product then changing it. Some things it too late to add without costing sony alot of money to run a VOIP network.
