He reiterated that install packages function works fine in 4.10 but the team who is working on the jailbreak unable to run apps in either 4.00 or 4.10 which they still need to find the exploit for.
KaKaRoTo later advises not to upgrade to the latest PS3 firmware unless it is really needed. 4.00 HEN (Homebrew ENabler) has been announced since November last year.

I'm on both sides kind of because he could be lying about the jail break but on the other hand he could be telling the truth and not releasing anything too early so Sony could find a way to patch it. So right now all we can do it wait if you don't feel like getting a e3 flasher or buying a 3.55 ps3 off eBay or something. Like the old folks say...Patience is a Virtue.
