There could be a number of reason as to why your PSN downloads are slow. We do not know what your connection is, so we should not say it is your connection.
From my understanding location plays a role. Some areas will just have horrible connection to Sony servers, others will not.
Now it could be your ISP's fault. Either the way they route the traffic from gaming devices or Sony. Or they could be throttling gaming connections. Your best bet would be to look on line or call your ISP to discuss it with them. Honestly you did not give a whole lot of information about your situation.
I personally have 100 Mpbs / 5 Mpbs and have what I consider mediocre download speeds compared to my PC. For example I can download 1 GB in about 2-4 Minutes on my PC. But a 1 GB download on PSN takes 10-30 minutes. So I personally believe it is down to Sony or my ISP.
