yeah so i did reload my own save and your system data and the remaining raccoons are gone now, couldn't shoot anything so a save with 14/15 is a good idea and should work.
you could also technically edit some values if you have access to health, what's in the item box, your inventory e.t.c so yeah a lot of fun stuff can be had with the hex editing.

using benderUK save i did a Claire S rank run, use the minigun and the infinite ammo gun to kill the final boss, it should also give the less than 14k steps

I can confirm that your save 100% working, I got S from 1st from try and I got 14k step trophy.
