It worked fine for me. Make sure you're not mistaking general Save Wizard over-capacity for issues with the save itself. The servers are stretched thin. What precisely is the issue?
Make sure you follow my instructions above precisely. For one thing I would highly recommend AGAINST using a RAR to ZIP converter. I have seen others recommend them and I know they often work on many RARs but that doesn't make them a particularly good idea. They are a more complex process than they need to be. Usually the simpler the better.
Make sure you are extracting with WinRAR 5.71 Not just that it is installed, but that Windows uses that program as the default app for RAR files.
Do NOT turn the CUSA folder into a ZIP with WinRAR, though. Do that with Windows itself. Again, instructions are in my post above.
Double-check the exact filepath of the CUSA folder after it is in the final ZIP, if you are using the Import method. It needs to look PRECISELY like this, except I'll use a general name for the ZIP and a general name to designate all PS4 save files, but I will use the exact name that this CUSA should have, any extra text and Save Wizard will not see it as a save. When I put in, without quotes, ">>>", it's just to designate a further layer, some operating systems could display it differently in different regions, I am more familiar with forward slashes but there wouldn't actually be anything between the ZIP and the CUSA folder since that is a different kind of layer. Just important that the CUSA is what is zipped inside the ZIP, and the first thing.

The key with any resigning is to make sure that the path just looks like the path would look had your PS4 made it yourself. The only way that can really vary is with the ZIP file, and that ZIP file is only used in the Import method. If you instead had two folders in the ZIP before getting to the files, if the CUSA folder was called something like "CUSA07211 - US region", in either version of that Save Wizard would not see a save, just folders that don't look like save folders.
If none of that works then try your hand at the fake account folder method. Same idea, you just skip the ZIP. Go to your USB stick, following directory, substituting whatever drive letter is necessary:

There you'll see your account folder, assuming your PS4 has ever put a save on it (unless you've deleted that account folder since then). It's a string of 16 alphanumeric characters. Now make a fake one. I usually recommend 16 zeros, like so: 0000000000000000. You basically just want to be able to spot it and quickly know that it is not your real account folder, but it doesn't really matter what you pick. Now go into that new folder you just created. And that step, creating that folder, you only have to do once, meaning for all future resigns, that folder just stays there.
Take the folder CUSA07211 out of this download. Well there are 2 downloads I think, so pick 1. Just 1 at a time. Say you want to try the Chapter 1 first, so take the CUSA07211 folder from that download, AFTER you extract it from the RAR using WinRAR 5.71 (all of that stays the same). Put that folder inside of the fake account folder. Make sure that the CUSA folder you are grabbing has the save files directly inside of it. Sometimes you will see a download around here that has a particular CUSA name, but you go into it and what's inside of it is another folder, and that folder inside is the one you want ... or maybe there's another layer. It's always worth double checking what you are resigning.
So once you have copied/pasted that CUSA folder into the fake account folder on your USB, check to make sure that the PS4 files are in this filepath:

If you did this correctly, the ONLY difference between this filepath and the filepath of a "real" save would be the name of the account folder.
Go into Save Wizard, hit the resign button to go into the Resign menu, and you should see the saves listed right there, without having to hit the Import button. They should be listed under an account name with a lot of 0s. There is absolutely no need to register this profile with Save Wizard. You can if you want but there is no need for it. So right-click those saves, then resign them to your main profile. Save Wizard will upload them from that folder, resign them, then download them to your actual account folder.
