No, but you can manually re-region many saves in Advanced Mode provided the game has Advanced Mode available. More recent Ubisoft titles work across regions no matter what the CUSA is, but this one might be from before their save files were structured so liberally.

Are you US region? Not sure why it'd be only one file, haven't used this in 2 years.

You'd be correct, if you're a EU region there is a EU file already on here. I just combined them and reregioned them to US.
