To do it you have to have one account with the perk you want to unlock. Eg. Lv 65 for Flame thrower.
It is quite easy and i can do it for anyone wanting it...

You probably know how to do it by now but I'll show you. You need 2 accounts on your 360 (yours and the one that has the perks u want). You log on the account with the perks u want and go to create a class, doesn't matter which custom class u go to just pick one and change the 4 perk types to the perks u want. (you can only unlock 4 at a time, perk 1,2,3 and the tank perk) After you pick the perks u want u go back out out of create a class (your still in the XBL lobby) and log out and sign into your account and go to one of your custom classes and click each perk and u will see the ones u picked on the previous account are now unlocked. Once you do this go back to the XBL lobby and go to the dashboard and repeat to unlock all the perks (you have to go to the dashboard or once u unlock the next 4 or so perks the ones you had previously unlocked will disappear) If you just do it once you don't have to go to the dashboard. Also you can glitch off another account that has done the perk glitch also. Like I do it off my bro's account. I got all the perks from him and he was only lv 29. All you do is get a high level account and sign into it. Then you edit custom slot 5. Change all the perks to the ones you want to get on the low level. After selecting all of the desired perks, sign out at with custom slot 5 open. Sign into the account you want the perks on and they all should be there. I have a flamethrower at level 4 . Me and my brother often transfer perks back and fourth.
