it should look like this
ping -t -l 60000

to get the next number go to google and search
proxy list click on the IP address
then go all the way down and find one that says
high-anonymous
put that niumber in.
this is an example
130.192.157.131:3128
u do not need the stuff after the :
so it should look like this

ping -t -l 60000 130.192.157.131
save it as .BAT
note---- You have to be the host and click it a couple of times.
