I made my YouTube account yesterday and was able to partner it yesterday by getting over 600 legit views.
Mines partnered already. I've earned 1.50 cents and it's not done updating for 1 days worth of work with over 1,000 legit views.

I dont understand what you mean by "let you partner with my channel." By my understanding, the only way he can get a partnership from you is if you have the ability to partner people like partnering networks such as Machinima.
