All that he has done is put the 10th spinning emblem in the middle of the screen and made it a little smaller.

Sort of, but not quite, watch carefully. It follows my sights around..It isn't fixed in the middle of the screen ..

So you tagged the emblem to the red dot just like you can tag fx to a certain part of a player or object and such.
