(adsbygoogle = window.adsbygoogle || []).push({}); I was in a map where the highest Kill score was 22 and a Tac Nuke went off. Can this be one of the random drops or a glitch someone is exploiting?

You cannot get a nuke in a care package. For everyone who says "Yes you can! My friend told me!" or "I have!". Either your friend is lying or you are lying. 'Nuff said.

maybe someone did that mod where you change the killstreaks so that they can be a number [of kills] of your choosing

With hacks however is a different story...
